Currently the states can call one whenever they want as long as they meet the 2/3 of the states requirement. We would not want to change Article V. Historical and legal precedent is that when the states agree on the subject matter and 2/3 of the states call for a convention, it is called. Putting a requirement for every 25 years would interfere with the process in ways we might not need or want.

The Constitution is not static. It can be amended, which is one reason it has lasted. But amendment is intentionally difficult. That difficulty is part of the design, not a flaw. It forces major constitutional changes to be broadly supported across time, region, and political change. Here the states matter again. The BBA Task Force a few years back had reached 30 states, but has actually lost a couple of them and is still at 28. That group is only seeking a balanced budget amendment which if all they got was that amendment and no other fiscal restraints would lead to Congress raising the income tax, creating new taxes, or simply passing on the cost of everything they pass as an unfunded mandate on the states. That would mean federal and state income taxes would just keep climbing on the individual and Congress being able to claim the budget is balanced. Convention of States has a better plan to return the federal government to its limited role in our lives as the Constitution is written and stripping it of its own "interpreted" authority so they cannot spend on what they have no authority for, reducing the debt and allowable spending while returning power to the people and the states.
