Govt must get assertive outreach services correctly funded and right, if care in the community is to continue in its present form. That does not mean a ‘type of’ or with ‘assertive principles’ it has to be a proper assertive outreach service. We also need to have a look at the codes of practice when it comes to the MHAct 2025. Least restrict practice cannot come at a price to public safety.

The Nottingham Inquiry has now heard from 164 witnesses over 14 weeks. It has established — in testimony, in documentation, in institutional admissions — a sequence of failures so consecutive, so predictable and so inexcusable that the word “systemic” barely covers it. Calocane was diagnosed with paranoid schizophrenia in 2020. In May of that year he experienced a psychotic episode and kicked in a woman’s front door. She fell from a window trying to escape. She needed metalwork and screws surgically inserted into her spine. A police officer told her Calocane could not be prosecuted at that time “due to his mental health issues.” He remained in the community. He was taken into care by Nottinghamshire Healthcare NHS Foundation Trust. He was sectioned four times. He was warned he might kill someone. He was then discharged when staff said they couldn’t find him — as though locating a paranoid schizophrenic with a documented history of violence was a task beyond the institutions paid to manage exactly that risk. A warrant was issued in September 2022 for his failure to appear in court. Nottinghamshire Police had nine months. They did not execute it. Their own leadership has since called this a “serious, systemic and operational failure.” Three people are dead as the direct result of that failure. Barnaby Webber. Grace O’Malley-Kumar. Ian Coates. A school caretaker and two teenagers who had their whole lives ahead of them. Today Emma Webber called it “a catastrophic failure of accountability” and “an undoubted miscarriage of justice.” She is right on both counts. And the government she is now demanding answers from must understand: three years of inquiry, apologies and institutional hand-wringing have not provided a single moment of justice for these families. The findings won’t even be published until next spring. Action — real action, not a meeting, not an expression of concern — cannot wait that long.
